Trump To Sign Repeal Of Obama-Era Coal Mining Regulation

President Donald Trump is expected to sign legislation repealing a regulation finalized in the final weeks of the Obama administration that would have severely restricted coal mining in Appalachia.

Both chambers of Congress passed resolutions under the Congressional Review Act (CRA) repealing an Interior Department rule on coal mine discharge into nearby streams.

On the campaign trail, Trump promised to rollback federal regulations targeting coal mining. Trump said he’d sign the repeal bill because he’s “committed to reviving America’s coal mining communities, which have been hurting for too long.”

Trump said in a statement that the $1.2 billion Stream Protection Rule “duplicates existing protections in the Clean Water Act and is unnecessary given the other Federal and State regulations already in place.”

The Senate passed the CRA repealing the Stream Protection Rule Thursday afternoon. Democratic Sens. Joe Manchin of West Virginia and Heidi Heitkamp of North Dakota joined Republicans in supporting the rule’s repeal. The House passed a CRA on the rule Wednesday.

Environmentalists –obviously– oppose repealing the Stream Protection Rule, saying the rule protects streams from coal mine pollution.

“Regulatory safeguards that keep our air and water safe from toxic pollution are crafted using a democratic process and based on the best available science”, Trip Van Noppen, president of Earthjustice, said in a statement.

But Republicans said environmentalists only like the rule because it effectively bans coal mining in much of Appalachia. They also say the rule was written behind closed doors with little input from states.

“I have led the fight against this rule since my first days in the Senate because it simply isn’t common sense and kills jobs in our state,” Manchin said in a statement. “I am glad we were able to come together to pass this commonsense reversal of these harmful Obama-era regulations.”

From the beginning, the Stream Protection Rule was plagued by problems.

The Obama administration released the Stream Protection Rule in December 2016, after spending 7 years crafting the rule. It was meant to replace the Bush administration’s Stream Buffer Zone rule.

The Obama administration hired a new contractor to redo an environmental review conducted by the Bush administration in 2008.

The Interior Department, however, fired the contractor after the Associated Press found the stream rule would result in 7,000 coal mine job losses and hurt production in 22 states.

Congress got involved, even subpoenaing Interior for records on its rulemaking process. Administration officials consistently refused to provide lawmakers with all the records they requested.

Eight states withdrew from agreements they had with Interior to cooperate on the rule because the Obama administration wouldn’t share information, and 19 states sent a letter to the Interior Department asking they update them on the rule. The letter was ignored.

For those years I appreciated him to tell me the timing and location. He is a busy man. He is my best friend, a platonic relationship. There are more than 12 thousand emails exchanged during those 10 and 1/2 years.

My banker friend has knowledge about money, so since Trump became new president, he agrees with Trump economy sense. How can he voted for Obama twice and recently changed to say Obama was born in Africa?? He is rich and now he agrees with Trump's tax cut for wealthy top 1 - 2% people. For those past years, he used to say "rich people should pay a fair share of tax". My banker friend changed. I was mad and I blocked his email address. Now I am sad and miss him. But I still stick to my guns that I don't talk to him or email him.

The only person I still talk with is a PhD physicist in Maui, Hawaii. This physicist is a 100% pure atheist and a Democrat. He is good in real estate investments but not stock market. I have never met the physicist. He said he doesn't want to meet me because he thinks I won't like him after the meet. He is much older than me.

The physicist told me "To forgive is divine".

I used to have 3 Caucasian male friends and we email/ forward email to each other daily. We have had great friendship for many years. Upon my return from Australia/ NZ trip in Feb 2015, I broke-up with the orthodontist for the same reason - "Politics differences". In late of March, I broke-up with the longest friend, the banker CEO. Two weeks seems long time. Now I only have the physicist left who I haven't met but emailed with him since early Nov of 2009.

"Politics" and "Religion" are very sensitive topics. Good friends for many years can fight over different beliefs. I don't have religion problem with these 3 friends, but politic topic is difficult back out the differences. I miss the good time I have had with these 3 male friends.

Regarding the "environment" and "tax cut/ reduction", I am absolutely 100% agree with Obama. I can't agree with the so-called "clean coal" and I think the tax cut will benefit to rich billionaires and our IRS/Treasury will lose $1 trillion from taxi less on wealthy people. After the terror attacks in France twice and many attempts to get on airplanes, now we have to get through TSA body pat-down, take-off shoes, open luggage in the public, no water bottles,.... to make sure our "safety". Trump banned 7 now 6 countries that predominated by Muslims. Although we don't want to suspect every Muslim but for our own safety, we need to prevent the evil radical Muslims. They use the suicide bombers, truck or other means to kill innocent people. It is difficult to tell who is the good one, who is the evil one. According to the news, the Orlando, Florida killed 49 people at a gay nightclub was born in USA. The male killer at San Bernardine, Calif was also born in USA. So, for "immigration", I am lean toward Trump strict orders. Obama was too nice on amnesty. You are an immigration attorney, you know much more than me.

However, I can't agree with Trump bully behavior, lewd language, aggressive attitude, and anti-establishment personality. "My way or the high way" dictatorship. He is pro-2nd Amendment, but I don't have a gun and not plan to buy one.

So far, Trump only have one failure - repeal Obama Care and replace by Trump Care. We haven't seen any big challenge yet. We don't know what future will hole for us.

How do you clean the coal? First you dig out the coal and then to clean the coal, how can coal be a cheaper energy?? It is impossible. Coal is a fossil fuel.

We know we have "hydraulic fracking" technology to get natural gas and crude oil much easier for the past 4-5 yrs. Natural gas pipes are set-up when the house built. Coal only exist in certain area and need train to transport to the places needed. I don't believe coal can be cheaper than natural gas.

Do you believe in "Global Warming" and "Climate Change" theory?? I do. I watched "National Geographic Society" channel on TV that explained "Global Warming" over two decades ago. According that "Global Warming" theory, we have been pumping "Unleaded gasoline" ever since.

We know China has very severe air pollution because they use coal, burning coal to generate electricity. We saw so many photos on TV and internet newspapers about the people in China have to wear double masks to prevent air pollution. The smoke/smog are terrible in Beijing.

Do you admit Trump said lots of lies?? He mocked Mexicans, Blacks, Muslims, Chinese, and women. He suspected Obama was born in Kenya and not qualified to be an U.S. president, without evidence, accused Obama wiretapped Trump Tower. I think Trump is narcissist, schizophrenic patient and he needs to see psychiatrist. I don't believe Trump.

I recently broke-up with my banker friend (almost 11 yrs friendship) because he has different opinion about Trump with me. Ever since Trump won, my banker friend gradually changed his opinions about Trump. So, I blocked his emails. It just about a week ago. I feel sad that i lost a good friend over Trump. But I insist my opinion. I am a woman and don't like Trump said "Grab them by the pus*y, you can do anything". Shame on him, shame on Americans who voted for Trump.

I like Obama and Joe Biden. I believe in Obama "Global Warming" theory and control the temperature within 2 degrees in a year, using renewable energy, e.g. Sun, Wind, Geothermal heat, natural gas, and "nuclear", ... Nuclear is too dangerous, so I keep away from it (look Japan earthquake, nuclear reactors radiation leaked).

Anyway, thanks for your comment. It is a nice surprise that you responded my blog for the first time.

I have a PhD physicist friend since Nov 2009. He knows E = mc 2 the Mass–energy equivalence very well. He emailed me said "Sun, Wind, Geothermal heat, and Natural Gas are the best energy sources". His house has solar panels on the roof and hooked to the electricity generator, so that he can save the electricity bills. He even showed me the photos of "electricity generator" from solar system and told me to do the same.

I went to New Zealand in Feb 2015, there is a town called "Rotorua", where we saw white steam come out from the ground. We asked the bus driver (tour guide), what was that steam?? He told us that they use the geothermal heat from the ground. The dig deep to get the geothermal heat and use that to generate electricity and hot water. What is smart way !! The next day, we went to see "Pohutu Geyser" which is very similar to our Yellowstone National Park in USA that has "Old Faithful Geyser". If the people in small town Rotorua in New Zealand know to use geothermal heat, why can't we use geothermal heat in USA. Our Yellowstone National Park is much, much larger than "Pohutu Geyser in Rotorua. I have learned so many things during my traveling.

Why didn't our current president know about "solar panels", "wind turbines", "geothermal heat" and "natural gas"??

When President Donald Trump on Tuesday signed an order unraveling Obama-era environmental regulations, he was flanked by coal miners who had gathered at the Environmental Protection Agency in Washington for the announcement. “You’re going back to work,” he told them.

Not so fast. The gains for coal, if any, from rolling back the rules are likely to be limited. But cheaper and cleaner natural gas will come out ahead. Economic trends, especially in the power generation industry, show that natural gas has a better future than does coal, whose dominance on the energy scene has waned. Natural gas now is the leader.


Even you don't believe in "Global warming", or "Climate Change", you must know "Air pollution", "lung disease", "Coal Mine Collapse", right??? Those facts will influence our health, our lives.

Do not because you have personal vendetta with your predecessor and then you sign that "Executive Order" - Coal Mine Regulation. It is about people's health and lives. Why can't we have clean energy fuel?? Why do you like coal mine so much?? Don't you know "Air Pollution", "Lung Disease", "Emphysema" and "Coal Mine will Collapse"??? We have the right to live longer and healthier.

I believe in Obama's "Clean Power Plan". I believe in "Global Warming". I prefer "Clean environment", "Clean renewable energy sources" e.g. wind, solar, and geothermal power with little or no pollution or global warming emissions. I believe "coal mines will collapse and bury people inside", "burning coal for electricity will cause air pollution", .....

We live on earth, we need to make this planet clean so that our decedents will continue to live on earth. More than two decades ago, I saw on TV "National Geographic Society" channel that showed the automobiles carbon emission causing global warming, so the big chuck of ice melted in Arctic and Antarctic which will rise the sea level and some land will disappear or sink below the sea level.

Renewable energy have unlimited resources. Nearly zero pollution. We have the sun, wind and geothermal heat, .... or natural gas, those are clean and renewable. Why do we need to dig that dirty coal mines that might collapse??? Life is precious.

Tesla Motor is making electric cars, so we can have clean air. The only concern is charge the electricity takes long time and not good for long distance driving.

Burning coal will create dirty smoke, air pollution, lung disease, emphysema, .... Why do we need to pollute our lungs?? Coal miners can train to learn new skill on renewable energy. They can make soar panels, wind turbines, .... They don't need to dig the dirty coal mines.

Trump poll rating now dip to 30% and 60% of people think he lied.

Obama is a very smart president, he wanted "Clean Power Plan". Trump wants dirty coal mines. We have two very different presidents.
