 It is professional people seeking to make connections with other professional people, or people who want to be seen by employers, or other skill based collaborations.

It's not a dating site, it is by design composed mainly of people seeking to build a network of associates ... or promote themselves in their business aspirations.

I have various associates on there, I don't use it much, but some people use it frequently and update their profile frequently.

simply send an 'invitation" to whom you are interested in, they will accept or not... but many people don't decline invitations....
